The driver, who rescuers said suffered moderate injuries, was airlifted by a fire-rescue helicopter and taken to a hospital.
Lifeguards said the man was belligerent and might have been drinking.
Rescuers were called to the scene, where two lifeguards paddled over to the cove and attempted to stabilize the driver.
The rear of the car was crumpled, leading to theories of whether the back end of the car struck rocks on the way down the bluff or whether the driver somehow backed through the guardrail at a high rate of speed.
No identity for the driver was immediately available and it is not clear if the driver will be charged.
