Work on the tower was to begin after mid-May, when the latest seal pupping season ended, but the chick was discovered in the area, causing the delay. The regulation states that the chick must abandon the nest only once, which it did on or about July 28.
Work was to resume as early as Aug. 4.
In a related matter, the California Coastal Commission will consider the city's request to deny public access to Children's Pool Beach during the upcoming seal pupping season, Dec. 15 to May 15. The public hearing is set for 9 a.m. Thursday, Aug. 14, at Catamaran Resort, 39999 Mission Blvd. in Pacific Beach.
