A 77-year-old woman who struck and killed Stephen Debow in North Park has pleaded guilty to hit and run, causing his death and vehicular manslaughter.
Deputy District Attorney Roza Egiazarian said Donna Chapman Jacobs pleaded guilty to all charges without any type of a plea agreement with her office. Her attorney could not be reached for comment.
Jacobs could receive probation but also faces up to four years in state prison, said Egiazarian. San Diego Superior Court Judge Dwayne Moring set sentencing for July 22.
Debow, 42, was walking across the street on Nov. 21, 2023, around 7:15 p.m. at the intersection of Polk and Utah Streets when he was struck by Jacobs’ vehicle. She did not stop and kept driving.
Egiazarian said Debow was on the hood of her car for approximately 65 feet before he fell off. He was hospitalized, but died six days later. Parts of her car fell off in the collision, prompting police to publicize that the hit and run vehicle was likely a Hyundai vehicle. Fliers were distributed seeking the driver’s identity.
Jacobs, of City Heights, was arrested in December 2023 and remains free on $100,000 bond after surrendering her driver’s license. She uses a cane to walk and someone brings her to court.
